IR background question

The radio source here seems #compact #IFRS but there is a tenuous wisp in the IR, which I marked as the counterpart. My question is about the nature of the IR background. In images like this with no strong sources saturating the signal, the IR background has a wispy, almost filamentary, structure: is any of this due to material within the Milky Way galaxy itself (foreground material, like dust and galactic cirrus), or is this a background of faint and distant galaxies, or both? If I see a faint knot in the IR that overlaps with an otherwise isolated radio source, then I mark them as connected but this is a borderline case.
