Yes, it is. It's a very nice, face-on spiral, which is perhaps most commonly named CGCG 122-065, or PGC 027900:
The radio source seems to be at the same location as the galaxy's nucleus, so it could be an AGN or a (nuclear) starburst (or both). The spectrum is clean enough that an analysis of its emission lines should clearly tell which of these three is the more likely.
