This is CGCG 045-065. With a spectroscopic redshift of 0.034, it's quite 'local'. In an expert galaxy morphology catalog, it's classified as Sb. The radio emission coincides with the nucleus, but the spectrum is more like that of a star-forming region than an AGN, as is the radio luminosity. There are clearly star-forming regions outside the nucleus/bulge, though none seem to be a significant source of radio. To me, the color is rather unusual for an Sb.

The radio looks be be rather weak. This can also be an indicator of the star formation that JeanTate mentioned. It is a beautiful galaxy, nice find!
