Yes, this could be a pair of elliptical galaxies in the process of merging. It could also be an overlap, with the two ellipticals simply being near each other from our point of view.
They do seem to be near the center of a fairly rich cluster of galaxies, and among the largest of those galaxies, so perhaps they are merging?
