I'm certainly no expert (there are some over in GZ Talk), but I think it's generally difficult/impossible to tell whether the "encounter" between two (or more!) galaxies is just getting started, is mid-way, or just ending. Unless there's what "now" looks like just one, very messed-up galaxy; then it's generally called a 'late-stage merger'.
I don't even know whether there is a good theoretical/modelling basis for saying what proportion of interacting galaxies are 'fly-bys' (i.e. they have an encounter, then each flies off, disturbed but still un-merged) vs those which (eventually) merge. Certainly some mergers happen after more than one encounter.
