It means that the AGN (at the center of which is a super-massive black hole) in each host is not particularly active. It may be that it's totally inactive, and that the radio emission is from residual star-formation, though this is less likely as neither spectrum shows any sign of star-formation, and while both are red, neither seems to have much dust.
