The spiral is NGC 7518 (and a whole lot of other names too); it's a member of the Pegasus cluster.
The radio emission coincides with the nucleus; this is common in galaxies. It may indicate that there's an AGN, or a nuclear starburst, or both; a good (optical) spectrum can usually distinguish these possibilities.
