Is this just Galaxy Star Forming, Right ?

    No pair of jets, but radio source says star-forming... Am i understood well ?

    The host (the galaxy from which the radio emission comes) seems to be very faint, distant galaxy (called SDSS J152108.04+153127.4), the small red blob in the center:

    I'd say it's unlikely to have much on-going star-formation (it'd be both brighter and less red if it did), and the radio emission is rather strong. So I'd say it's more likely the host contains an AGN (active galactic nucleus), a super-massive black hole with a small, very hot and bright, disk around it; the radio emission is produced by jets perpendicular to this disk which collides with the gas and plasma which surrounds the disk.
