    Where is the IR source?

    Welcome to RGZ, Peter! 😃

In this case, there is no associated IR source. This almost always means that the host - the galaxy in whose nucleus the supermassive black hole which indirectly creates the double radio lobes 'lives' - is so far away that even its IR emission is too faint for WISE to have detected.

However, there seems to be an odd galaxy (SDSS J161933.82+154924.6 - called a STAR) in the SDSS field; perhaps this is the host?

The green diagonal band is a kind of artifact, "satellite trail"; however, in this case it almost certainly isn't a satellite (and I don't know what it is).

    Hope this helps.
